Second, the 900mm non-climbable zone has to be clear of any foothold within 900mm of the top of the fence on either side. The PVC panel itself satisfies the non-climbable requirement; what catches people out is a raised garden bed or retaining wall built against the fence. A pool safety certifier will sign off on the compliant configuration before final inspection.
