- A level change near a pool fence has two implications under AS 1926.1-2012. First, the 1.2 metre minimum height is measured from the lower of the two finished levels on either side of the fence, meaning a fence that looks 1.2 metres from the pool side may be under-height when measured from the higher external level. Second, the 900mm non-climbable zone has to be clear of any foothold within 900mm of the top of the fence on either side. The PVC panel itself satisfies the non-climbable requirement; what catches people out is a raised garden bed or retaining wall built against the fence. A pool safety certifier will sign off on the compliant configuration before final inspection.
