Pelican Waters was developed from the early 1990s onwards on low-lying land between Caloundra and Pumicestone Passage, with a network of constructed canals branching off the passage and a Greg Norman-designed golf course threading through the centre of the estate. The defining condition for fencing here is not the open ocean but the brackish-tidal water that comes up the canals on every high tide. That water carries a saline mist that drifts over the back lawn on the prevailing southeasterly, lands on the boundary fence, and is the single biggest cause of premature failure of the original developer-supplied Colorbond that defined the early releases. Two decades of canal-edge corrosion has produced a clear pattern across the estate: bottom rails rusting through within fifteen years on west-facing canal lots, and post bases failing at the concrete interface where condensation pools after a humid night. PVC is the change-once answer for the same reason it works on the open coast: there is no metallic substrate for the salt to find.

How Pelican Waters fences.

Three generations

The housing stock at Pelican Waters splits cleanly into three generations. The original 1990s and early 2000s releases ring the canal system with single-storey brick-and-tile and rendered-block project homes on 600 to 800 square metre canal-frontage lots, many now hitting their first major fence-replacement cycle. The mid-2000s through mid-2010s releases inland from the canals delivered larger two-storey project homes on 500 to 700 square metre internal lots, generally on engineered level pads with mild cross-falls. The newest stages, including the southern lake precinct, are a mix of detached homes and terrace product on smaller lots from roughly 300 square metres up.

Canal vs internal lots

Canal-frontage lots almost universally have an open or low see-through rear boundary toward the water, with privacy and security concentrated on the side boundaries. Internal lots run a more conventional arrangement of 1.8 metre boundary fences on three sides.

Golf-course frontage

Golf-course-adjacent lots have an additional constraint: a transparent or low rear boundary is required by the estate's design rules so the golf-course frontage remains visually open. The Henley picket and the Cotswold 2-rail both satisfy that design control without giving up the boundary-marking function.

Approvals & heights

Pelican Waters sits inside Sunshine Coast Regional Council and is regulated under the Sunshine Coast Planning Scheme 2014, alongside the master plan and operational works approvals that originally established the estate. Side and rear dividing fences up to two metres are acceptable in the residential zones without a development application. Anything above two metres requires building approval under the Queensland Building Act 1975.

Cost-sharing & design code

Cost-sharing on a dividing fence between adjoining owners runs through the Neighbourhood Disputes (Dividing Fences and Trees) Act 2011 (Qld) and starts with a written Notice to Contribute. The estate also has its own residential design code attached to the original development approvals, which can impose stricter rules than the council baseline. Golf-course-frontage transparency and canal-frontage materials limits are the two we see most often.

Canal-side specification

The canal-side specification we recommend is the Ascot 1.8 metre or 2.1 metre on side boundaries, with aluminium reinforcement inserts in every line post and a 600mm minimum footing depth. The canal-edge soils hold moisture longer than the inland lots, and a shallower footing will move with the seasonal water table.

Our canal-frontage Colorbond is rusting through after seventeen years. What is actually happening?
The corrosion you are seeing is exactly what the canal-side prevailing winds produce on a coated-steel fence. Salt from the passage water aerosols off the canal surface, drifts onto the boundary fence, and concentrates at any unsealed cut edge or screw penetration. The bottom rail fails first because moisture sits on the horizontal top surface overnight and runs into the rail-to-post joint. The post bases fail next because condensation collects at the concrete collar. A like-for-like Colorbond replacement gives you the same fence with the same fifteen-to-seventeen-year window. PVC removes the substrate entirely: there is no steel underneath the colour, the material is the same all the way through, and the same canal-side mist that destroyed the Colorbond has no effect on it.
We are on the golf-course frontage and the estate covenants say the rear boundary must be transparent. What fits?
The golf-course design control is there to keep the visual line through the fairway frontage open from the homes. A solid 1.8 metre privacy panel will not satisfy the rule, but a 1.2 metre Henley picket or a Cotswold 2-rail will. The Henley picket reads as a domestic boundary and is the more common choice in the older Pelican Waters streets. The Cotswold 2-rail reads more as a rural rail fence and suits the larger golf-course-frontage lots where homeowners want the visual line of a country-estate boundary. We can supply elevation drawings for the body corporate or estate-management approval, which is usually a fast review when the proposed fence is one of the two designs the original covenants anticipated.
Does PVC handle the canal-edge moisture and humidity any differently from inland conditions?
The polymer chemistry does not care about humidity. PVC does not absorb moisture, does not swell or shrink with the seasonal water table, and is not a food source for fungi or mould the way damp timber paling is. The variable that does change in a canal-edge install is the footing system. The soils within five to ten metres of a Pelican Waters canal hold moisture longer than the inland soils and have a higher seasonal water-table fluctuation. We specify a 600mm minimum footing depth for canal-frontage posts and aluminium reinforcement inserts in every line post, which gives the fence the rigidity to handle the lateral load from the prevailing southeasterly without the post moving as the surrounding soil cycles between saturated and drained.
Can we run the same PVC fence around a chlorinated pool and the canal frontage on the same lot?
Yes. The pool-barrier requirement is independent of the boundary fence and is set by AS 1926.1-2012: non-climbable zone, gap limit, gate self-closing and self-latching. The Ascot full privacy panel can serve as a pool barrier where the standard is met, and many Pelican Waters homeowners choose to wrap the chlorinated pool in the same Ascot specification used on the canal side. Chlorinated water and saline canal mist are both inert to PVC, so a single material spec covers both exposures. The boundary fence facing the canal is treated as a property boundary and does not have to meet the pool standard unless it forms part of the immediate pool enclosure.
We are in one of the newest releases with a small lot and shared side walls. Does PVC work in that envelope too?
The newest Pelican Waters stages include terrace and small-lot product where side setbacks are tight and the side boundary runs between two attached or near-attached dwellings. PVC suits that envelope because the components arrive flat-packed and a 2.44 metre panel is light enough for one installer to carry through a narrow side gap. The 127mm posts go into pier-drilled footings inside the existing fence line. For shared side boundaries between two terrace units, the Ascot full privacy panel presents an identical finished face both ways, which avoids the long-running ownership argument about which side gets the rail face and which gets the smooth face, a common dispute pattern on timber-paling shared boundaries.
