West End.
4101
Inner-south peninsula suburb on a bend of the Brisbane River, where flood history and a mix of workers' cottages and medium-density infill drive fence material choice.
West End
West End sits on the Kurilpa peninsula, the bend of the Brisbane River that loops around West End, South Brisbane, and Highgate Hill, sharing the 4101 postcode and the original Yagara name Kurilpa. The peninsula's defining feature for any homeowner is flood. The January 2011 flood and the February 2022 flood both reached deep into the suburb, with the tin-and-timber housing streets nearer the river and the apartment blocks west of Montague Road taking the heaviest impact. Any boundary fence specified for a West End lot has to respect that history. A solid privacy panel that performs perfectly on a dry day can act as a dam during a flood, redirecting water onto your own foundations or your neighbour's. PVC's advantage here is straightforward: it does not rot when submerged, it does not warp like timber once the water recedes, and the Oxford semi-privacy variant lets flood water flow through the spaced slats rather than fighting them.
West End streetscape
How West End fences.
Cottages & apartments
West End's housing stock is layered. The oldest streets carry pre-1947 workers' cottages on small lots, typically 250 to 400 square metres, many of them now renovated, with the Brisbane City Council demolition controls and character protections having softened in recent years and accelerating renovation activity through the 2020s. Around and behind that core, three- and four-storey apartment blocks have come in along Montague Road, Boundary Street, and the riverside frontages, with townhouse infill filling many of the in-between blocks.
Mixed boundaries
The result is a streetscape where a single boundary fence often meets two different worlds: a renovated cottage against a townhouse complex, or an apartment block against an established yard with a productive vegetable garden. Lot conditions are mostly flat across the peninsula, which simplifies the fence install relative to Paddington's ridges.
Flood profile
Flood-overlay coverage is widespread and the Defined Flood Level varies meaningfully between streets close to the river and streets a few hundred metres inland on higher ground toward Highgate Hill.
The common job
A common scenario is a riverside cottage replacing a timber paling fence that has rotted out at the bottom rail from successive flood and humidity cycles. PVC's resistance to immersion makes it the natural replacement, and the modular panel design means the bottom course can be specified to detach during a flood event for clean-out access afterwards.
PVC fencing considerations for West End
Approvals & cost-sharing
Brisbane City Council allows dividing fences up to 1.8 metres on side and rear boundaries without development approval, with a building certifier required above 2 metres under the Queensland Building Act 1975. The Queensland Neighbourhood Disputes (Dividing Fences and Trees) Act 2011 governs cost-sharing and notice between neighbours.
Flood overlay
The fence rule that catches West End owners out is the flood overlay. Large parts of the suburb sit inside the Brisbane City Plan 2014 flood overlay, and Council expects fences in flood-prone areas to be designed so they do not obstruct flood flow. A continuous solid 1.8 metre Ascot privacy panel inside the regulated flood zone can fail that test.
Water-permeable spec
The Oxford semi-privacy and the Eton closed-top both let water through the slat gaps and are usually a better fit for the lower-lying streets such as Boundary Street west, Vulture Street west, and the immediate Montague Road corridor. Always pull a FloodWise Property Report for your specific address before specifying.
Pool safety
Pool fences across the suburb still need to meet AS 1926.1-2012 with the 100 millimetre climbable-gap limit and the 900 millimetre non-climbable zone regardless of flood status.

Questions
PVC fencing West End, answered.
- My West End block was affected in 2011 and 2022. What fence handles repeated flooding?
- PVC handles repeated immersion better than any common fence material. It does not absorb water, does not rot, does not warp, and does not host the mould that grows into timber after a sustained soak. The Oxford semi-privacy is usually the right specification on the lower streets because the spaced slats let flood water pass through the fence rather than load it laterally. The posts are concreted in but the panels can be lifted out post-flood for cleaning and silt removal. Compare that to a timber paling fence, which typically needs full replacement after a major flood, or a Colorbond fence, which corrodes at the bottom rail from prolonged contact with flood water.
- What does Brisbane City Council require for a fence in a flood overlay area?
- The Brisbane City Plan 2014 flood overlay expects fences in regulated flood zones to be designed not to obstruct flood flow. The Council does not publish a specific list of approved fence types, but in practice a continuous solid 1.8 metre panel on a flood path will be flagged. Spaced-slat designs like the Oxford semi-privacy, or fences with removable lower panels, comply with the intent. The starting point is a FloodWise Property Report for your address: it identifies the Defined Flood Level for the lot and tells you which of your boundaries fall inside the regulated zone. We size the fence specification to that report.
- Our West End property is on a small block sharing a fence with an apartment building. Is PVC suitable?
- Yes, and arguably better than the alternatives. PVC panels present the same face on both sides, which removes the rail-face dispute that timber palings always start between an individual owner and a body corporate. The body corporate is the relevant adjoining owner under the Queensland Neighbourhood Disputes (Dividing Fences and Trees) Act 2011, and they have to be served a Notice to Contribute with quotes. PVC's lower maintenance footprint also works in your favour at the body corporate meeting: they are voting on a fence they will not have to repaint or stain every few years. Get written agreement before ordering.
- Does the Kurilpa peninsula's character protection limit what I can install at the front?
- Character protection across the peninsula is less consistent than it was a decade ago. Brisbane City Council relaxed some of the older demolition controls in the 2010s, which is part of why so many cottages have been renovated up rather than knocked down. Some specific streets remain inside the Brisbane City Plan 2014 Traditional Building Character Overlay, and on those streets the front fence has to read as part of the pre-1947 streetscape: typically a low picket fence around 1.2 metres in a heritage colour. Check the City Plan 2014 overlay map for your specific street before ordering. Where the overlay does apply, the Henley picket range satisfies it cleanly.
- What's the practical difference between PVC and Colorbond on a riverside West End boundary?
- Two things matter for a riverside boundary: salt-laden river air and prolonged contact with flood water. Colorbond steel is coated, but cut edges, scratches, and bottom-rail contact with damp ground all expose bare steel that then rusts in the brackish micro-environment along the river. The longer the fence sits in or near flood water during an event, the faster that corrosion advances. PVC is impervious to both: it is the same material through, no coating to fail. Cost-per-metre is broadly comparable; the divergence shows up over 15 to 25 years of ownership, where the PVC fence is still serviceable and the Colorbond fence has needed bottom-rail or panel replacement.
