New Farm sits on a low flat bend of the Brisbane River about two kilometres northeast of the CBD, and the housing stock reflects two overlapping waves: tightly grouped pre-war workers' cottages and Queenslanders on the older streets, then a layer of medium-rise apartment infill from the 1990s onwards. Much of the suburb falls inside the Brisbane City Plan 2014 Traditional Building Character Overlay (the planning instrument that replaced the older Demolition Control Precinct), which means front fences here are not a free choice. They have to read as part of the pre-1947 streetscape. My New Farm house is in the Traditional Building Character Overlay. What front fence is allowed?
The overlay does not list specific fence dimensions, but the Traditional Building Character (Design) Overlay Code requires fencing visible from the street to be low and transparent and to complement the traditional pre-1947 streetscape. In practice that means a picket-style fence, typically around 1.2 metres high, painted white or in a heritage colour, with vertical pickets and visible gaps. The Henley range was specified with exactly this kind of streetscape in mind. Solid privacy panels at the front boundary will usually fail the overlay test. Side and rear boundaries are not restricted by the overlay in the same way and can run to 1.8 metres without approval.
We share a fence line with an apartment block. Who pays, and what can we install?
Under the Neighbourhood Disputes (Dividing Fences and Trees) Act 2011 the cost of a sufficient dividing fence is shared between adjoining owners. When one side is a body corporate, the body corporate is the relevant adjoining owner, not the individual tenants. You serve a Notice to Contribute on the body corporate's nominated representative with quotes. PVC suits this situation because both faces look identical, which removes the long-running argument about which side gets the rail face and which gets the smooth face. Get the body corporate's written agreement before ordering, because a unilateral install gives them grounds to refuse cost-sharing.
Does the river-reflected sun on the New Farm side discolour PVC fencing faster?
Reflected UV from the water adds load on top of direct sun, and cheaper PVC formulations can yellow noticeably within five to ten years under that combination. The PVC we supply is UV-stabilised for Australian conditions and tested for the long-term exposure typical of riverfront and waterfront installations. White PVC is the most colourfast and is what we recommend for properties on the river-facing streets such as New Farm Park, Sydney Street, and Welsby Street, where reflected glare runs long hours in summer. Our New Farm cottage is on stumps and the boundary slopes. Can PVC step down cleanly?
Yes. The fence is installed in panel-width modules (2.44 metres for the Ascot, Oxford, and Eton ranges; 2.413 metres for the Henley picket), and each module steps independently. The installer drops each subsequent panel to follow the grade, so a moderate slope reads as a series of clean stepped panels rather than a raked or warped line. This is the same detail Council expects on character lots where retaining and ground levels frequently shift between the front setback and the rear boundary. Stepping also avoids the trapped-water condition that rots timber paling at the bottom rail on sloped runs.
Will a PVC fence damage the root zone of a heritage tree on the boundary?
Post holes for PVC fencing are typically 300mm wide and 600mm deep at 2.44m centres, which is less intrusive than the continuous concrete strip used under masonry fencing. Where a protected or significant tree sits on or near the boundary, the installer hand-digs post holes rather than augering through structural roots. If the tree is listed on the Council's Significant Landscape Tree overlay, you need a separate clearing approval before any post hole within the root protection zone. We can mark the proposed post positions on a survey and have an arborist sight them before excavation.
